"Admission - 2018: Transparency, Hohesty, Criteria of Fairness and Innovative Approach" – this was the topic of the regular session of the International Press Club. The session held on July 21, 2018 in the format of a video-conference was devoted to the analysis of the processes of admission to higher education institutions and preparation for testing.

The event was attended by the managerial staff of the Ministry of Higher and Secondary Specialized Education, the State Testing Center, the State Inspection for Quality Assurance of Education, the rectors of the universities of the capital. The rectors and responsible officials of the higher educational institutions of the Republic of Karakalpakstan and the regions were contacted through local studios.

The total number of quotas for the bachelor studies course for the 2018/2019 academic year accounts for 69 200 people and out of these, 17 654 have been allocated for training on state grant basis, and 51 546 places - on a contract basis. 5 903 people will be enrolled at the master programme course out of which 1552 will study on the state grant basis and 4 351 people – on the contract basis.

The Ministry of Higher and Secondary Special Education has done a lot of work with the aim of receiving documents and professional (creative) examinations at a high level and ensuring the principles of fairness and transparency of this process, creating required conditions for applicants and their parents. It is determined that the entrance examinations to universities in the areas of education, which are accepted on the basis of professional (creative) exams without testing, will be held from July 25 to August 10, 2018.

With a view to fair and transparent conduct of a professional (creative) exam in areas requiring creative skills, this year for the first time in public institutions public control was established with the participation of deputies and parents of entrants.

At the session, for the first time in the history of higher educational institutions, the Rectors’ Address has been presented and adopted.

In the text of the address speech it is noted that applicants should rely only on their knowledge: “As you can see, all the conditions for the formation and acquiring of professions are created for the youth in our country. Currently you have decided to enter higher educational institutions, acquire a profession, use your knowledge, skills, so you should try to do your best to be worthy of the trust of the President who created these conditions for you. Seriously prepare for testing and be ready to take the entrance examinations in compliance with your knowledge”.

Wherein, parents are also called for honesty. "Unfortunately, the worldview of swindlers and scammers does not change. They still live in the old way, they dream of getting easy profit by dishonest means. Be cautious, do not get into their network", - said in the Address Speech. People say: "For to clap you need two hands". According to the relevant chapters of the Law on Corruption, both the bribe taker and the briber-taker bear equal responsibility under the law and are certainly punished. If you want to help your child, do not allow inappropriate and hidden actions! Remember, an inappropriate step along this way in time can negatively affect the future of your child."
